Before downgrading
Before you do any of this, you can optionally get the Radio Downgrader

Scroll down the thread to GTA IV Complete Edition Radio Downgrader (RGL/Steam) and follow the instructions to install it.
You can also get the EFLC Exclusive Radio Stations mod for VCFM, Self-Actualization FM and Ram-Jam FM if you still have your EFLC copy, as it requires some radio rpfs from it to work:
Downgrading
First, make a new folder in your game dir called DLC, inside of it make 2 folders: TBoGT and TLAD. Inside each of those folders, create a folder called content.
Navigate back to the game folder, go into TBoGT and move all the files from there into DLC/TBoGT/content, then navigate back again, go into TLAD and move all the files from there to DLC/TLAD/content.

And extract it into your game directory.
If you have GFWL installed already, at this point your game should be ready to go. If you don’t, download it from here and install it, after you’ve done that, you can now launch the game through Steam normally and it should work. Sometimes it may take a few seconds for GFWL to recognize the DLCs and the game will boot into the GTA IV menu, if you wait a few seconds the Quit button will change into a Back button and you’ll be able to access them normally.
If the game asks for a serial, you can either enter your old IV or EFLC serial from before March 19, find one on the internet or from a friend, or buy any game with GFWL still included (e.g. Flatout: Ultimate Carnage) and enter the key you get from there.
